SUMMARY OF POSITION
Under direction, the purpose of the position is to perform all duties related to requests for Open Records, including background checks and requests from other government agencies; engage in public contact, either in person or via electronic means, contact with the city attorney regarding Open Records; Performs functions of Records Clerk as needed; perform other duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Processes open records requests within lawful time constraints mandated by the Texas Public Information Act.
Receives, reviews, and closes all open records requests in GovQA as well as in-house Excel spreadsheet.
Researches case dispositions with the Collin County Courts, District Attorney's Office, and City Municipal Court.
Works independently in the absence of specific instructions or supervision.
Redacts or reviews redaction confidential records consistent with exceptions outlined by the Texas Public Information Act before releasing documents to the public.
Coordinates gathering requested records/information within all divisions of the Police Department and disseminates requests to appropriate divisions.
Calculates/assesses charges for open records in accordance with State-established guidelines.
Serves as point of contact with the department liaisons.
Prepares correspondences to requesters as directed by the City Attorney.
Assists with cross-training back-up staff in open records request processes and systems.
Retrieves records as needed electronically, in hard-copy, or from property/evidence and dispatch.
Follows property/evidence procedures to return/seal any requested property/evidence retrieved.
Utilizes various public safety software programs Axon, Watchguard, and RMS (Records Management System) to retrieve and review audio and video recordings, including dash and body camera video recordings, photographs, 911 audio, radio traffic recordings, surveillance recordings etc.
Works closely with the City Attorney to stay informed of possible and pending litigation and legal holds on records that would require an Attorney General Opinion if requested.
Works closely with the Police Records Supervisor to review court ordered expunctions requiring expunctions of electronic mail records, and orders of nondisclosure.
Ensures requests for juvenile records have proper procedures followed and carefully reviews documents to verify that juvenile records are not restricted or sealed.
Displays good decision-making abilities, using sound logic and established procedures and practices.
Works closely with City Attorney regarding proper disposition of open records requests.
Manages, tracks and updates request tracking software once a ruling is sent from the Office of the Attorney General.
Maintains processed requests utilizing a specialized filing system within the Records Department: adhere to department records retention and dissemination policies set forth by the Texas State Library Archive Commission (TSLAC) for each request.
Comprehends and implements federal, state, local laws relating to open records; maintaining current knowledge of the Texas Public Information Act; adhere to department record.

Ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
Ability to exercise the judgment required in situations characterized by repetitive or short cycle operations covered by set procedures or sequences.
Ability to perform skilled coordinated movements, such as operating a computer terminal and various office equipment.
Required Qualifications
MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.
High school diploma or GED; supplemented by two (2) years previous experience and/or training involving record keeping/clerical duties; knowledge of Texas Public Information Act; or an equivalent combination of education, training, and experience. Requires typing skill of 40 wpm. Ability to work with all Microsoft software, including Access, Word, Outlook, and Excel. TCIC/NCIC, TLETS, and CJIS full-access certification or ability to obtain upon hire. Notary public or ability to obtain upon hire.
CONDITIONS OF EMPLOYMENT Must pass a drug screen and background check.
Must have Class C Texas Driver's License

PHYSICAL DEMANDS
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Some tasks require visual perception and discrimination.
WORK ENVIRONMENT
